Taiwan Talks To US And EU On WTO Threat,

Taiwan’s government is in communication with the United States and the
European Union in order to head off threatened action at the World Trade Organisation
(WTO) regarding its planned reduction in the tax rate on rice wine.
In July, the government agreed a draft legislative amendment which would, if
finally approved in parliament, reduce the tax imposed on rice wine and cut
the price of a bottle of it in half. This would be done by reallocating rice
wine to the cooking wine category, from being categorised previously as distilled
liquor.
The dispute has, therefore, arisen as the price of rice wine would be reduced
to significantly below the price of competing imported spirits, particularly
of brandy and whisky imported from the US and EU.
However, Taiwan believes that foreign countries should recognise that the vast
majority of rice wine purchased in the country is used in cooking, and is not
being consumed. Its reduced price, it is said, should not affect the sales of
other alcoholic products.
If, in the end, Taiwan is taken to the WTO over this issue, it will be the
first time since it joined the organisation in 2002. Nevertheless, while Japan
and South Korea previously lost WTO judgments over sake and soju, respectively,
Taiwan repeats that its case is different as those two national drinks were
obviously only for drinking.
